What happens when a declared value is challenged at the border
How to read the result
- Read the waterfall from the top: the first two rows are the goods, the next three are movement and border costs, the last two are money and risk.
- A negative tier adjustment means the quantity band reduced the single-unit price. It is not a discount you negotiated.
- The returns reserve is the only row that is not certain. It is the category return rate applied to reverse freight and local resale loss.
- Switch the reserve off to see the best case, and remember that the best case is the one that assumes nothing goes wrong.
- Every row carries the date its parameter was last checked. If a row is due for re-check, treat the figure as a placeholder.
How it is put together
The waterfall adds eight lines in a fixed order: the tiered subtotal, the tier adjustment against the single-unit price, international freight, duty and VAT assessed on the declared value plus freight, the carrier handling charge, the payment rail fee, the exchange spread, and the returns reserve. The duty segment is computed by the same function the duty estimate uses, so the two pages cannot disagree.
Freight, duty, payment and returns parameters are recorded with a source type, a sample size and a check date. Duty bands and rates are illustrative bands drawn from published schedules and are flagged at the highest review tier.
What it cannot do
- Duty and VAT here are estimates built from published bands and rates, not a customs assessment and not tax advice.
- Freight defaults are editable because quoted rates vary by seller, season and parcel dimensions; the default is a starting point.
- It does not model storage, consolidation across sellers, or the cost of a second attempt at delivery.
